  1. Elephants:

     "it has been proven that these animals need a substantial amount of habitat to live ... the funding that has been made available to expand the existing facilities should be used to transport these elephants to one of the two existing sanctuaries."

 

2. Animal Cruelty:

     "investigations must be carried out to their fullest extent.  One possibility to ensure local governments comply with this responsibility is to create individual animal cruelty investigation units.”"

 

3. No-Kill:

     "there should be methods and funding available to ensure that no healthy adoptable animal is killed."
